The Collapse of the 28-Article Peace Proposal for Ukraine: How Diplomatic Efforts Continue to Falter

Europe experienced widespread relief on Monday, as the diplomatic emergency sparked by the presentation of a new 28-point plan for ending the war appeared – temporarily – to have been contained. A Washington representative spoke of "significant advancement" after Ukraine-US talks in Geneva. On Monday night, Moscow made its retaliation: a renewed assault of rocket attacks on Kyiv.

The Rhythm of Peace Talks and Military Action

The sequence of opposing developments captured the bleak nature of the outgoing year. By day, political struggles are conducted: optimistic declarations are delivered from various governments. Immense energy is devoted on containing particular approaches. By night, Russian leadership forcefully demonstrates the world that, for them, war remains the key method for achieving "resolution".

Nocturnal Warfare

As military strikes unfolded into the early hours of Tuesday, the current condition of Ukraine's defenselessness was exposed. Ukraine is able to track projectile deployments from across the border, a capability enabled by up-to-date information. From observation points, defense planes that had been dispatched to intercept incoming cruise missiles flew past – advanced fighter aircraft supplied to Ukraine by European allies.

Soon thereafter, Kyiv's air-defence systems engaged: defensive missiles targeted at a Russian ballistic missile. This was a advanced protection mechanism at work, probably provided by allied countries. Every firing shakes the surroundings, rattling buildings. The instant of fear quickly gives way to sober acceptance: perhaps the hostile projectile won't cause damage this time, sparing the city from devastation and further power outages.

Ongoing Risks

Soon after, a heavy machine gun opened up on a unmanned aircraft close by, part of a defensive team – probably allied-provided weaponry. Unfortunately, the projectiles didn't strike the enemy aircraft – it pressed on overhead toward its objective.

Intermittently, this carried on until dawn. Kyiv greeted the morning news: several casualties, devastation and heating outages in multiple buildings as a result of the night's assault. As always, everyone still went about their day – experiencing conflict. But those entire period illustrated Ukraine's critical military reliance on external assistance – a reliance that European nations are clearly incapable to replace in the immediate future.

Ineffective Peace Efforts

The comprehensive proposal from Washington sparked intense emotion, debate and serious worry – and momentarily shifted focus from Ukraine's most significant graft case in years. Yet, we have witnessed similar scenarios, after prior negotiation attempts and multilateral gatherings.

Every new approach from American administration unfolds according to the identical sequence: a diplomatic cavalry charge against Ukraine, which Kyiv, with allied governments, succeeds in resisting. They stabilise the situation but never actually secure success. This pattern will, certainly, continue.

Political Considerations

It is convenient to criticize specific actors of repeatedly advocating Moscow's conditions. But that does not seem to be the entire situation. US administration works based on a premise understood by international relations experts: you cannot win at the negotiating table what you have been unable to protect through force. The US administration presumes that it is unrealistic to compel Moscow to relinquish the territory that it already controls in Ukraine's occupied territories.

The problem is that while acknowledging this situation, US leadership does nothing to discourage Russia, through diplomacy or military means, from assuming that the situation will not shift further in its benefit in the coming year.

Conflicting Perspectives

Therefore, Russian leadership is convinced that the clock favors them – that Ukraine and its partners are coming close to fatigue. Their incentive to agree to terms that does not give them the maximum possible gain is almost completely absent. There may be numerous efforts to stop fighting, but they will carry on as long as Russia's leader remains supremely confident in the result.

On the contrary, Ukraine's government believes that Ukraine can still endure, slowly losing civilians and areas but preventing a total frontline collapse until conditions improve in its advantage.

Present Conditions

Objectively, there are no actual prerequisites for a armistice. Now, personal considerations are becoming relevant: political desires to negotiate peace and achieve global acclaim, and the government's twin challenges – on one hand, not to estrange crucial supporters, and on the other, to unite the population around the national cause against any plan Kyiv finds unsuitable, so that their focus does not switch to domestic problems. And although their objective will now be considerably more difficult after latest incidents, it remains highly unlikely that this will change their overall approach.

These conflicting dynamics are guiding negotiations.

Assessment and Future

It took a only one week to kill the proposed articles of the latest plan. Assertive and inconsistent approach of the matter by Washington, opposition by Ukraine and the remaining European nations, along with pacifying measures of negotiators, and finally, latest revelations, all achieved their purpose.

While new proposals based on established approaches are imminent, Kyiv, London and other European capitals should reach an essential realization: Ukraine and Europe will only be able to fend off diplomatic offensives from Washington that are founded on Moscow's terms and demonstrate particular unwillingness to alter the situation, if they remain united and enhance their military capacity at a considerably quicker tempo. If they do, neither political nor armed coercion will be able to defeat them. In the meantime, Ukraine's capacity to counter nocturnal attacks will, for the predictable period, mainly require ongoing international assistance.
